030 sets city policy that recycled water be used for any approved purpose whenever economically, technically and institutionally feasible, that recycled water be the primary source of supply for commercial and industrial uses whenever available, and that using potable water for those purposes instead is contrary to city policy and must be avoided to the maximum extent feasible. 070(C) lets the Director make preliminary determinations on new subdivision maps, conditional use permits or service requests as to whether recycled water can serve a property, and expressly authorizes the Director to require recycled water use for approved purposes and to refuse or restrict potable water service where recycled water is available and approved.
