Vineland, NJ Water Use Rules: Recycled Water Rules (2026)

The City of Vineland's water conservation article, Vineland City Code §§ 687-149 through 687-154, restricts outdoor watering to two fixed days a week tied to street address, with further limits on hours and irrigation-zone runtime. Section 687-154 carves out several categories of use from that schedule, including outdoor water drawn from rain water harvesting, gray water, or reclaimed water. That carve-out is conditional rather than automatic: § 687-154(A) requires that any gray or reclaimed water use carry an approved National Pollutant Discharge Elimination System (NJPDES) permit issued through the New Jersey Department of Environmental Protection before the exemption applies.

The same section separately exempts outdoor use for commercial farms producing harvestable crops, nurseries, sod farms, and golf courses, and allows one-day irrigation after chemical treatment or for newly sodded lawns within twenty-one days of planting. Because § 687-151(A) defines a violation of § 687-149 as outdoor use on a non-permitted day or hour where the use is not explicitly exempted by § 687-154, a property using gray or reclaimed water without the required NJPDES permit does not qualify for the exemption and remains fully subject to the odd/even schedule and its penalties.

The Water-Sewer Utility administers the conservation article, and any fines for noncompliant use are added to the offending property's next quarterly utility bill under § 687-153.
