California Government Code Section 65915 requires every city, including Riverside, to grant a density bonus, parking reductions, and at least one or more concessions when projects include qualifying affordable, senior, foster youth, transitional, or veteran housing. The bonus scales with the percentage of restricted units. Because Riverside Public Utilities can deliver power directly, electrification incentives sometimes layer on top of bonus projects. State streamlining laws like SB 35 and AB 2011 may further accelerate eligible bonus projects without discretionary review.
Cities cannot deny qualifying density bonus projects on grounds of density alone. Improper denial or imposition of unauthorized conditions can expose Riverside to state Housing Accountability Act enforcement.
