Constructing a new building, altering an exterior facade, or installing a sign in the DSP Zone without the design review approval required by Section 19.147.050 is a Zoning Code violation. Because any permit issued in conflict with the Zoning Code is void and without effect under Section 19.090.040, work completed without the required Downtown Specific Plan design review approval isn't protected even if a permit was mistakenly issued, and the City can require the work brought into compliance or removed.
