Full Breakdown
Turlock Municipal Code § 9-2-103 applies the criteria and procedures of California Government Code § 65915 to every density bonus, incentive, or concession request for affordable housing: state law, not city discretion, sets the actual bonus percentages and concession counts. Locally, the application must be submitted with the developer's first housing-development application, on a Development Services Director-prescribed form, and processed concurrently with other required planning permits. The City Council sets the application fee by resolution.
Violations & Fines
There's no penalty for skipping a density bonus request: it's an optional developer benefit, not a mandate. An incomplete or late-filed application simply won't be processed with the underlying housing permit.
