Full Breakdown

Columbus City Code § 3359.15 requires the city to develop and adopt Design Guidelines for the Downtown District, the zoning chapter covering the area bounded roughly by the Scioto River, I-70, I-71 and I-670. The Downtown Commission, seven to nine members appointed by the mayor, including a downtown resident, a developer, an architect, a historic-preservation professional and a land-use attorney, applies those guidelines when it reviews certificates of appropriateness for building setback, height and composition, pedestrian entrances, screening and landscaping, graphics, parking and vehicular access, plazas, and right-of-way encroachments. Guideline updates go through public notice, a hearing, and City Council review.

Violations & Fines

Building without a certificate of appropriateness from the Downtown Commission is a zoning violation; the department of building and zoning services can halt work and require compliance before any permit issues.
