Philadelphia Code § 14-304(5) requires new construction or expansions meeting set thresholds (Table 14-304-2) to go through Civic Design Review before the Department of Licenses and Inspections issues a final zoning decision. A Civic Design Review Committee under the City Planning Commission, architects, a landscape architect, an urban designer, a developer, and community representatives, reviews the project's impact on the public realm: streetscape, walkability, open space design, light and air, neighborhood transitions, and sustainability. Review is advisory only; L&I, the Zoning Board, and the Commission are not bound by its recommendations, but a good-faith applicant is deemed to have completed review within 150 days of notification.
