Summary

Seattle requires Design Review before permitting most downtown development: full design review applies at 50,000 square feet of gross floor area in DOC1, DOC2 or DMC zones, and at 20,000 square feet in DRC, DMR, DH1, DH2, PMM (outside the Pike Place Market Historical District), IB or IC zones. 002). 004: design review is required in Multifamily, Commercial, Seattle Mixed and Downtown zones once a project exceeds the size thresholds in Table A or Table B. 004 sets the downtown-specific bar: projects of 50,000 square feet or more in DOC1, DOC2 or DMC zones need full design review, and projects of 20,000 square feet or more in DRC, DMR, DH1, DH2, PMM (outside the Pike Place Market Historical District), IB or IC zones need it too. Violations & Fines

Design Review isn't optional once a project crosses the Table A/B threshold: SDCI won't issue a Master Use Permit until the Board process and Director sign-off are complete. Building or using a structure "without first obtaining the permits or authorizations required" is a Title 23 violation under SMC 23.90.002, exposing the owner to a cumulative civil penalty of up to $150 per day for the first ten days of noncompliance and up to $500 per day after that under SMC 23.90.018.

Does every downtown building need Design Review Board review?
