Adopted in 2021, the Charlotte Future 2040 Comprehensive Plan establishes citywide growth principles, place-types, and equity goals. Underneath it, legacy Area Plans (e.g., South End, Eastland, North Tryon) remain reference documents informing UDO mapping and rezoning recommendations. Council weighs consistency with the 2040 Plan and any applicable area plan when deciding rezoning petitions. Community Area Planning, launched 2023-2025, divides the city into 14 community areas and produces detailed plans guiding subsequent UDO map amendments. Plans are advisory but heavily influential.
Area Plans are not directly enforceable code; consequences arise when rezoning petitions inconsistent with the plans are denied or scaled down by Council.
