Charlotte's UDO maintains Transit Oriented Development (TOD) districts along the LYNX Blue Line and planned Silver Line corridors, allowing higher density, reduced parking, and pedestrian-priority design near rail stations.
TOD districts (TOD-UC, TOD-NC, TOD-CC, TOD-TR) replaced the legacy TS districts under the 2023 UDO. They permit substantially higher residential density and mixed-use FAR within walking distance of light-rail stations on the LYNX Blue Line corridor running from UNC Charlotte through Uptown to Pineville-South Boulevard. The forthcoming Silver Line, when built, will extend TOD principles east-west. Parking minimums are reduced or eliminated, ground-floor active uses are required on key streets, and pedestrian/bike connectivity must meet specific block and frontage standards. Building heights step up nearer stations.
Building outside TOD form standards (setbacks, frontage type, transparency) can prevent permit issuance until corrected; post-construction violations can trigger code enforcement.
