Electric service upgrades follow CSU's Electric Service Standards. Pikes Peak Regional Building Department (PPRBD) building permit fees are based on construction valuation under the regionally-adopted fee schedule, typically $800β$2,500 for a small ADU plus plan review (about 65% of permit fee) and trade permits (electrical, plumbing, mechanical). Park Land Dedication under City Code Β§ 7.5.601 and Traffic Impact Fees under Β§ 7.5.501 may apply for net new dwelling units in some zones. The Colorado Springs Stormwater Enterprise Fee applies based on impervious area. Colorado has no statewide ADU impact-fee waiver. Affordable ADUs deed-restricted through the City's Housing Division may receive partial fee deferrals on a case-by-case basis.
Failure to pay PIFs and permit fees results in permit denial. Operating an ADU on an unauthorized water/sewer tap is a CSU service-rule violation and can result in service termination. Building code violations under City Code Β§ 7.7 carry civil penalties up to $1,000 per day.
