Sec. 6-68 collects fees in full at building permit issuance, though Sec. 6-68(b) lets the city commission waive or reduce fees for developments that provide public benefit facilities offsetting the need for new city infrastructure.
Because an accessory structure exempt under Sec. 6-67(b)(2) owes no impact fee at all, its owner applies for the building permit without submitting the fee calculation otherwise required under Sec. 6-70.
