Following the January 2023 reform (AO 2022-107), Anchorage ADUs may be rented as long-term housing without any registration or licensing requirement at the Municipality level. The Alaska Uniform Residential Landlord and Tenant Act (AS Title 34.03) governs tenancies of 30 days or more β covering security deposits (capped at 2 months' rent under AS 34.03.070), notice for rent increases and termination, habitability standards, and eviction procedures through Alaska District Court FED actions. Alaska is not a rent-control state and Anchorage has no local rent-stabilization ordinance. Short-term rentals (under 30 days): operators must register with the Municipality's Treasury Division and collect the 12 percent room/bed tax authorized by AMC Chapter 12.20 (8 percent room tax + 4 percent additional bed tax for tourism marketing). STR-specific zoning regulation in Anchorage is limited compared to peer cities β the Municipality has generally permitted STR use in residential zones where dwellings are otherwise allowed. The Hillside Overlay and certain master-planned communities have private CC&R restrictions on STR use that can be enforced through HOA litigation. Source-of-income discrimination: Alaska does not have statewide protection for Section 8 voucher holders, and Anchorage has not added local protection β landlords may decline voucher tenants. Fair housing: the federal Fair Housing Act and Alaska Human Rights Law (AS Title 18.80) prohibit discrimination based on race, color, religion, sex, familial status, national origin, disability, marital status, and pregnancy. The Anchorage Equal Rights Commission enforces local fair housing.
