Tiny home rules in Anchorage, AK β covering tiny houses on wheels (THOWs), park model RVs, and tiny home on foundation builds β determine where they are legal and how they get permitted.
Anchorage allows tiny homes on foundations as primary dwellings or ADUs under AMC 21. Tiny homes on wheels are treated as RVs β restricted to RV parks and not allowed as permanent dwellings.
The Anchorage Assembly's 2021-2023 ADU reform enabled compact detached dwellings down to about 220 square feet (the minimum for a dwelling under the IRC Appendix Q adopted by Alaska). A tiny home on a permanent frost-protected foundation meeting the Alaska energy code can serve as a primary residence or ADU in any residential zone that allows ADUs. Tiny homes on wheels, however, are classified as recreational vehicles or park models under AMC 21 and cannot be used as permanent dwellings on residential lots. THOWs are limited to licensed RV parks, a maximum 30-day temporary stay on a residential lot with permission, or manufactured-home parks. Foundation-based tiny homes must still meet the boreal soil requirements (typically 42-inch frost-protected shallow foundation or deeper), the 900 square foot ADU cap, and full plumbing hookup to AWWU or an approved on-site septic.
THOW used as permanent dwelling: code enforcement order to remove, fines up to 500 dollars per month. Unpermitted foundation tiny home: standard permit-after-fact penalties.
