Cocoa does not currently permit accessory dwelling units in residential zones. However, Florida law (effective December 1, 2026) will require all local governments to allow ADUs in single-family zones. As of 2026, the City of Cocoa does not permit ADUs. However, new Florida legislation requires all municipalities to adopt an ADU ordinance by December 1, 2026, allowing accessory dwelling units in single-family residential zones. Under the state law, ADUs must contain at least 150 square feet, remain smaller than the primary home in coverage and height, and applications must be approved within 60 days. Up to two ADUs per qualifying parcel will be allowed.
Unpermitted ADUs face stop-work orders and removal or legalization requirements. Fines of $500β$2,000 apply for unpermitted construction. Properties with illegal ADUs may face title issues at sale.
