If the conversion results in an accessory structure that has both a kitchen and a full bathroom, Permit Sonoma Policy 1-4-6 classifies it as a Group R-3 dwelling unit subject to the California Energy Code and septic upgrade rules.
Converting a garage into living space (with a kitchen, bedroom, or full bathroom accessed from the interior) without a permit is a code violation. Permit Sonoma will require either a retroactive ADU permit meeting § 26-88-060 standards, or restoration of the garage to its permitted use.
