Converting a garage into living space is one of the most common ADU paths in Santa Clara. California Gov Code 65852.2(d) prohibits cities from requiring replacement parking when an existing garage, carport, or covered parking structure is converted to an ADU. The conversion must meet building code requirements for habitable space including egress windows, insulation, heating, smoke and CO alarms, and plumbing. Ceiling height, ventilation, and moisture barriers are common issues in older garages. A separate entrance is required, and the unit must have a permanent kitchen and bathroom to qualify as an ADU. Non-ADU conversions that simply add living space to the main dwelling are also allowed but may trigger zoning review of floor area and require replacement of covered parking depending on zone standards.
