Bannock County, ID Animal Ordinances: Bird Protection (2026)

The Appendix to Title 6, attached to Ordinance 1995-6A and codified as part of Chapter 6.04, incorporates California Department of Fish and Game Manual No. 671 as county law governing importation, transportation and possession of wild animals, expressly noting that 'cities and counties may prohibit possession or require a permit for species not requiring a state permit.' Section 671(c) of that appendix bars anyone from possessing certain non-native species without a Fish and Game permit, and lists Class Aves (birds) among the prohibited groups: the skylark (Alauda arvensis), all species of the cuckoo family, and every species in the crow family Corvidae, including crows, ravens, rooks and jackdaws, are designated 'detrimental' species.

The list continues through additional bird families, including thrushes, starlings and weaver finches, but carves out a specific exception for Passer domesticus, the common English house sparrow, which is not prohibited under this appendix even though other sparrow-family species are. This appendix operates alongside the county's own dangerous-animal permit system in §§ 6.04.030 and 6.04.050, which separately requires a county permit for keeping any dangerous animal, though the bird list itself targets possession of the listed non-native species rather than household pet birds generally.
