LA County Animal Control (Title 10) uses behavior-based dangerous dog determinations rather than breed-specific bans. California prohibits breed-specific legislation except for spay/neuter programs. Potentially dangerous and vicious dog designations follow specific statutory procedures.
California Food & Agriculture Code Section 31683 prohibits breed-specific legislation at the local level, meaning LA County cannot ban any specific dog breed. LA County Title 10 uses a behavior-based system for classifying dangerous dogs. A dog may be declared 'potentially dangerous' after biting a person or acting aggressively on two separate occasions within 36 months. A 'vicious' dog designation follows a severe bite or attack. Breed-specific mandatory spay/neuter programs are the only exception allowed under state law, and LA County does require spay/neuter for pit bull terriers under Section 10.20.350.
Owners of dogs declared potentially dangerous must comply with containment requirements including secure enclosure, leash and muzzle in public, and liability insurance of at least $100,000. Failure to comply with dangerous dog requirements can result in fines up to $500 per violation and potential seizure of the animal. Vicious dog violations carry fines up to $1,000 and the dog may be euthanized after hearing.
