Summary

Caddo Parish classifies dogs as dangerous or vicious based on individual conduct, not breed, and section 8-2 expressly states no dog shall be deemed vicious simply by its breed. Dangerous dogs face mandatory collars, microchips, secure enclosures and muzzled leash restraint; vicious dogs are impounded and can be euthanized absent a timely appeal.

City-specific rules exist: Shreveport has its own breed restrictions rules that differ from Caddo Parish's county-level regulations. If you live in Shreveport, check the city-specific page instead.

Vicious dog means a dog which has: (1)Attacked and caused severe and gross injuries or death to a human being.(2)Previously been classified as "dangerous" and subsequent thereto a violation of section 8-67(a) occurs.(3)Previously been classified as "dangerous" and is found to be at large two or more times.(4)Exhibited behavior which enables the director or the animal advisory board to reasonably conclude that the animal may not safely coexist with people. No dog shall be deemed vicious simply by its breed.

Full Breakdown

Section 8-67 governs both classifications. Under subsection (a), the animal control center investigates reported incidents and, if it finds a dog meets the dangerous-dog definition in section 8-2, classifies it and notifies the owner in writing, logging it in the dangerous dog database. Within 30 days of classification the owner must: buy and permanently affix a dangerous dog collar supplied by animal control; have the dog microchipped at the owner's expense; notify animal control immediately if the dog gets loose, bites a human, attacks another animal, is sold, given away, dies, or moves address; confine the dog indoors or in a securely fenced, locked enclosure at least six feet by eight feet or 48 square feet with sides that prevent escape; post a warning sign at every entry point; and, if taken off the property, keep it muzzled and on a substantial leash or chain no longer than four feet, under an adult's control.

The animal control center may also require spaying or neutering and inspections. Owners may appeal a dangerous classification to the animal services board within ten days, and from there to the parish commission, and to the First Judicial District Court within ten days of that ruling; failure to timely appeal makes the classification final. Vicious dogs, defined in section 8-2 as those that have attacked and caused severe injury or death, or repeated the conduct of a dangerous dog, are impounded and, absent an owner appeal filed within ten days of notification, are euthanized. Section 8-2 explicitly rejects breed as a basis for the vicious designation: 'No dog shall be deemed vicious simply by its breed.'

Violations & Fines

Failing to abide by dangerous-dog restrictions results in seizure of the dog, which becomes property of animal services and may be disposed of as the director deems appropriate. A vicious dog not appealed within ten days of notification is humanely euthanized at the owner's expense; owners are also responsible for all boarding costs during any appeal.

Frequently Asked Questions

Does Caddo Parish ban specific dog breeds?
No. Section 8-2's definition of a vicious dog states plainly that no dog shall be deemed vicious simply by its breed. Classification as dangerous or vicious under section 8-67 is based on the individual dog's documented conduct, such as attacks or repeated at-large violations.
What must I do if my dog is classified dangerous?
Section 8-67(a)(3) gives you 30 days to buy and affix a dangerous dog collar, have the dog microchipped, secure it in a locked enclosure of at least 48 square feet, post warning signs at entry points, and keep it muzzled on a leash no longer than four feet when off your property.
Can I appeal a vicious dog classification?
Yes. Section 8-67(b)(3)-(4) lets the owner appeal to the animal services board within ten days of notification; the dog stays impounded during the appeal. Without a timely appeal, the dog is humanely euthanized at the owner's expense after the ten-day period.
