Summary
Caddo Parish caps outdoor dogs at four per dwelling, with a litter of pups under five months old excluded from the count. Owners who need more can apply to Animal Services for a noncommercial kennel permit; indoor dogs have no fixed cap unless they create a nuisance.
It shall be unlawful for any occupant or owner of a dwelling to keep or allow to be kept outdoors on the premises of any dwelling more than four dogs, except that a litter of pups may be kept for a period of time not exceeding five months from birth. This provision shall not apply to any establishment where dogs are lawfully kept for breeding, sale, sporting purposes or boarding. In a case where the number of dogs exceeds the legal limit, the owner may apply to the director for a noncommercial kennel permit.

Full Breakdown
Section 8-37(d)(8) of the Code of Ordinances makes it unlawful for any occupant or owner of a dwelling to keep or allow to be kept outdoors more than four dogs, except that a litter of pups may be kept for up to five months from birth. The limit does not apply to an establishment lawfully keeping dogs for breeding, sale, sporting purposes or boarding. An owner who exceeds the four-dog outdoor limit may apply to the director of Caddo Parish Animal Services for a noncommercial kennel permit; the director must approve it if there is adequate space, the extra dogs create no health risk, they do not degrade the surrounding neighborhood, all animals are vaccinated and registered, there is an adequate flea, tick and heartworm program, the applicant otherwise complies with chapter 8, and the applicant has no prior animal-related convictions.
If the director denies the permit or finds noncompliance, the owner may appeal to the animal services board under section 8-37(e)(1), and from there to the parish commission under section 8-37(e)(2), and ultimately to the First Judicial District Court within ten days of that decision. Section 8-37(e) states there is no fixed limit for indoor dogs unless they create a nuisance, in which case the director may apply the same four-dog cap used for outdoor animals. Cats are addressed separately: section 8-37(h) simply requires owners to limit the number of cats they keep so as not to create a nuisance, without a numeric cap.
Violations & Fines
Exceeding the outdoor limit without a noncommercial kennel permit is enforced by the director of Caddo Parish Animal Services and is punishable under the chapter's general penalty, section 1-8, as a misdemeanor carrying up to a $500.00 fine, up to 30 days in jail, or both, with each day a separate offense.
