Full Breakdown

Section 7.3.H of the Unified Development Code lets a resident keep up to eight hens per lot in the R-A, R-E, R-1-12, R-1-10, and R-1-7 Districts, but the owner of the hens must actually live in the dwelling on the lot. Roosters are prohibited outright, though a chick of undetermined sex can stay up to six months. The coop itself must sit in the rear yard, provide at least five square feet per hen, sit on an impermeable surface that stops waste runoff, and stay clean, ventilated, and free of vermin and odor; outside the R-A District, hens also need a fenced outdoor enclosure. No hens may be kept inside a dwelling, manure must be composted in enclosed bins, and on-site slaughter is banned.

Section 7.3.P covers everything larger. Horses, cattle, goats, sheep, and pigs are permitted only as an accessory use in the R-A, R-E, and R-1-12 Districts, on a lot of at least one acre, and every horse must be registered with Caddo Parish Animal and Mosquito Control. Livestock enclosures need a building permit, cannot sit in the front or corner side yard, and must be set back 50 feet from any lot line. The parish scales lot area to herd size: one acre covers the first horse or head of cattle, plus 10,000 square feet for each additional one; goats and sheep need 10,000 square feet apiece and pigs 5,000 square feet apiece, with a matching open-space set-aside on top of the base lot-size math.

Violations & Fines

Keeping hens or roosters outside the permitted districts, exceeding eight hens, or running a livestock operation without the required acreage or 50-foot enclosure setback is a Zoning Administrator matter under UDC Article 19, which authorizes written compliance orders and injunctive action through the Parish Attorney. Where the UDC sets no specific fine, Code of Ordinances § 1-8 applies: up to 30 days in the parish jail, a fine up to $500, or both, with each day a separate offense.

Frequently Asked Questions

How many chickens can I keep in Caddo Parish?
Up to eight hens per lot, and only in the R-A, R-E, R-1-12, R-1-10, or R-1-7 zoning districts under UDC Section 7.3.H. The hens' owner must actually live in the dwelling on the lot, and roosters are not allowed at all, except that a chick of undetermined sex may stay up to six months.
Can I keep horses or cattle on my property in the parish?
Only in the R-A, R-E, and R-1-12 Districts, on a lot of at least one acre, under UDC Section 7.3.P. Each additional horse or head of cattle beyond the first needs another 10,000 square feet of lot area, and every horse must be registered with Caddo Parish Animal and Mosquito Control.
How far must a livestock enclosure be from my property line?
Fifty feet from any lot line, and enclosures cannot be placed in the front or corner side yard at all. Building a livestock enclosure, or repairing an existing one, also requires a building permit under UDC Section 7.3.P, regardless of the animal being kept.
