30 defines DANGEROUS DOG entirely by behavior: a dog that bites or attacks or attempts to bite or attack a person; a dog with a propensity to attack or injure people or domestic animals; a dog that approaches a person in a public place in a vicious or terrorizing manner; a dog exhibiting an unreasonably aggressive pattern such as charging, snarling or excessive growling; or a dog used in a crime such as dogfighting. No breed is named anywhere in the subchapter. 31 lists exemptions, including a dog that attacked a trespasser, an attacker or someone assaulting the dog, and working dogs protecting livestock or people.

32 requires the owner to keep it in a secured outdoor enclosure at least five feet by ten feet with a minimum six-foot fence designed to prevent escape and child entry, and to post a visible dangerous-dog warning sign readable from 20 feet. Off the owner's property, the dog must be muzzled and restrained on a leash no longer than four feet, or controlled by a responsible adult. The annual dog license for a dangerous dog carries a $50 surcharge, a microchip is mandatory, and the owner must notify the County Animal Shelter of any ownership transfer within ten days. 33 lets the Animal Control Warden order the dog spayed or neutered unless a veterinarian certifies it medically unfit.
