Daviess County, KY Animal Ordinances: Mandatory Spay/Neuter (2026)

12, titled STERILIZATION, states that no animal shall be released for adoption from the Daviess County Animal Shelter unless the new owner agrees to subject the animal to be spayed or neutered. Subsection (A) gives the shelter discretion to refuse to release any animal for adoption at all, meaning the sterilization agreement is a condition precedent the shelter can enforce case by case rather than an automatic universal spay/neuter mandate on every pet countywide. Subsection (B) extends the same substantive requirement to private placement groups: any 501(c)(3) organization or similar nonprofit may release an animal for adoption within Daviess County only if that organization spays or neuters the animal before the adoption is completed and otherwise complies with the subchapter's kennel-license terms.

13, which separately conditions shelter adoptions on the new owner's participation in the county's microchip program, so an adopter leaving the Daviess County Animal Shelter faces both a sterilization commitment and a microchipping requirement before taking the animal home. Both sections were adopted under Ord. 9 (2025), passed April 10, 2025, replacing the county's earlier animal-control ordinance.
