06(B)(3) declares it a public nuisance to park any boat trailer, camping trailer, watercraft, trailer, motor home or motor vehicle (including an unlicensed one) on an unimproved surface on public or private property of less than one acre in the county, outside Owensboro's corporate limits, continuously for more than seven consecutive days. The chapter defines IMPROVED SURFACE as gravel, asphalt or concrete at least as large as the object sitting on it, so a driveway extension or gravel pad of adequate size takes the vehicle out of the seven-day trigger.

Division (B)(4) then carves out a full exemption: the (B)(3) restriction does not apply at all to a boat trailer, camping trailer, watercraft, trailer, motor home or vehicle parked within a privacy fence, or wholly contained in a garage or approved storage building, on property of less than one acre. So a resident with a fenced yard or garage has no time limit on RV or boat storage under this section. 09 if the owner ignores the notice. Appeals go to the Property Maintenance Code Board of Appeals within 20 days of the notice, filed at the Judge/Executive's office, 212 St. Ann Street, Room 202, Owensboro.
