Joliet does not ban specific breeds but has a comprehensive dangerous and vicious dog ordinance under Section 6-28. Dogs deemed dangerous must be leashed, muzzled on public property, kept in a 6-foot escape-proof enclosure, and the owner must carry $100,000 liability insurance.
Joliet Code of Ordinances Section 6-28 defines a dangerous dog as one that, when unmuzzled, unleashed, or unattended, behaves in a manner posing an unjustified imminent threat of physical injury. A vicious dog is one that without justification attacks causing serious physical injury or death, or has been found dangerous twice within 24 months. After a dog attack, the Joliet Police Department investigates and forwards a report to the city manager. Dangerous dog requirements include: direct control by someone 18+ with leash and muzzle on public property; liability insurance of at least $100,000; a prominent warning sign on the premises; an escape-proof enclosure of at least 6 feet with secure sides, top, and bottom; notification to the city if the dog is relocated. Vicious dogs may be ordered euthanized.
Fines up to $750 per offense. Owners may be ordered to reimburse victims for damages. Vicious dogs may be euthanized by order.
