Joliet Code of Ordinances Section 6-22 prohibits any person from causing or permitting a dog to run at large within the city. Any dog on a public street, sidewalk, alley, parkway, or unenclosed place is deemed running at large unless firmly held on a leash or in an enclosed vehicle. Section 6-21 requires dogs on public property to have a collar firmly attached with a license tag for the current year. A dog found running at large a second or subsequent time must be sterilized within 30 days after being reclaimed. Failure to comply results in impoundment and the owner paying sterilization costs. Impounded dogs may be redeemed upon proof of ownership, rabies inoculation, microchipping, and payment of applicable fees under Section 6-24.
