Texarkana, TX Animal Ordinances: Breed Restrictions (2026)

The provisions of Texas Health and Safety Code, Chapter 82, Subchapter D, as amended, are adopted by and incorporated into this section; and further, additional requirements set out below in this section, non-specific to one breed or several breeds of dogs and more stringent restrictions than the restrictions provided by Chapter 82, Subchapter D, shall be placed on dangerous dogs.

(b) Additional requirements for owner of dangerous dog.

(1) Not later than the 13th day after a person learns that the person is the owner of a dangerous dog, the person shall:

a. Register the dangerous dog with the animal control officer;

b. Provide animal control with two colored pictures of the dog;

c. Have the animal spayed or neutered;

d. Have the dog micro-chipped;

e. Restrain the dangerous dog at all times on a leash in the immediate control of a person or in a secure enclosure;

f. In accordance with the Texas Health and Safety Code title 10, Health and Safety of Animals ch. 822, Regulation of Animals, section 822.042, if the dangerous dog has attacked a person and caused bodily injury, the owner is required to obtain liability insurance coverage or show financial responsibility in an amount of at least $100,000.00 to cover damages resulting from an attack by the dangerous dog causing bodily injury to a person;

g. Place a muzzle on the dog at all times while the animal is outside of its secure enclosure.
