It is the duty of the city manager, or his authorized representatives, to seize and impound, for the times and under the conditions hereinafter stated, every abandoned cat, every vicious cat, every rabies suspected cat, every cat which is a nuisance as herein after provided, and every cat, either licensed or unlicensed, which is found running at large upon the streets, alleys or public places, or upon private premises not under the control of the owner of such cat, and every cat the keeping or harboring of which is declared to be an offense.
