Under Code § 8-204, no pet shop, grooming shop or auction in Midwest City may sell or offer to sell any animal sourced from a commercial animal establishment: the code's term covering breeders, brokers, kennels and similar operations. Any commercial animal establishment that does operate in the city must also hold a federal Animal Welfare Act license, a state Commercial Pet Breeders and Animal Shelter Licensing Act license, and a city license under § 8-201, and is subject to city inspection under § 8-203.
