Midwest City, OK Animal Ordinances: Pet Groomer Rules (2026)

Under the Midwest City Zoning Ordinance (Appendix A to the Code of Ordinances), Use Unit 4.4.6, 'Animals: Grooming and Sales,' covers only the grooming of dogs, cats, and small animals, dog bathing and clipping salons, pet grooming shops, and pet shops. The section states directly that no medical, training, or boarding services are permitted under this classification. A groomer that adds overnight boarding, training, or veterinary care is instead operating a kennel or veterinary use (Use Units 4.4.8 and 4.4.9), which sits in different zoning districts and carries its own building requirements. The Community Development Director determines which use classification a business falls into, with the right to appeal that determination to the Board of Adjustment.
