The kennel definition in MCC 8.04.010 also applies to cats, so breeding a cat more than once per year or keeping two or more litters per year requires a Breeder/Kennel permit. For unowned, free-roaming community cats, Monterey County Animal Services and the SPCA for Monterey County support trap-neuter-return (TNR): healthy feral cats are humanely trapped, spayed or neutered, vaccinated, ear-tipped, and returned to their colony. The SPCA offers free spay/neuter for feral cats (limited cats per caretaker), and County Animal Services accepts feral cats brought in a humane trap on a scheduled day. Cat owners should still vaccinate against rabies, microchip, and prevent nuisance, since general nuisance provisions (MCC 8.36) can apply to problem situations.
Failing to confine a female cat in season can violate MCC 8.20.030. Breeding cats at kennel levels without a permit violates MCC 8.04.010. Cats are not subject to a leash-law violation because no cat at-large rule was found, but nuisance conditions involving cats can be addressed under MCC 8.36.
