Manchester, CT Animal Ordinances: Chickens & Livestock (2026)

Chapter 113 of the Manchester Code of Ordinances, first adopted as Section 10-6 of the 1996 Code, is the town's only ordinance touching livestock keeping, and it covers just one animal: swine. Section 113-1 requires anyone who wants to keep pigs within the limits of the town's sanitary districts to obtain a license from the Director of Health before doing so. The license application must state the number of pigs to be kept and the location where they will be kept. The Director of Health holds broad discretion over that license: the ordinance lets the Director refuse to grant any or all such licenses, and it flatly bars granting one to anyone who is not complying with the Town's sanitary regulations.

The chapter has no separate section addressing chickens, poultry, goats or other livestock, and no numeric limit on how many pigs a licensed keeper may have; the number is simply whatever the Director of Health approves on the application. The rest of Chapter 113 covers unrelated topics: Article II requires owners to pick up animal feces left on someone else's property or on Town land, and Article III fines anyone whose animal attacks a guide dog $100.
