Manchester, CT Parking Rules: Commercial & Oversized Vehicles (2026)

Section 307-12, amended November 13, 2018, targets heavy trucks, trailers and boats parked on Manchester streets rather than ordinary passenger vehicles. It is unlawful to park or cause to be parked on any public right-of-way, street or Town-owned property a vehicle with a gross vehicle weight rating of 16,001 pounds or more, any trailer, defined by state statute as a rubber-tired vehicle without motive power drawn by a motor vehicle, or any boat. Three exceptions apply: while the vehicle is actively and expeditiously loading or unloading; while it is being used for routine or emergency utility, street construction, or property repair or maintenance work; and while work is being performed at the direction of a government or regulatory agency.

A business or individual with a legitimate need beyond these exceptions can apply in writing to the Chief of Police or a designee for a waiver, which the Chief may grant at his or her sole discretion, subject to conditions, for a specific period not exceeding 72 hours. Violating the section carries a $90 fine, and the ordinance treats every 24-hour period the vehicle remains parked as a separate violation, so a truck left in place for several days can generate multiple fines rather than one flat penalty.
