Section 307-9, amended December 11, 2001, imposes a seasonal overnight parking ban rather than a year-round one: from December 1 through April 1 each winter, no vehicle may be parked on any public highway or on any municipally owned, leased or operated off-street parking area or lot in the Town between 2:00 a.m. and 6:00 a.m. The restriction exists to keep streets and Town lots clear for snow removal and plowing operations during the months Manchester is most likely to see winter storms. Unlike neighboring sections in the same article, such as Section 307-7's overtime parking fine or Section 307-8's $15 parking-violation fine, Section 307-9 does not set its own dollar penalty.
