Buffalo Code Chapter 341 requires all dogs in public spaces to be on a leash no longer than 6 feet and under the control of a person capable of handling the animal. The only exceptions are the designated off-leash dog parks: the Delaware Park Ring Road dog area and LaSalle Park dog park on the Outer Harbor. The Olmsted Parks Conservancy manages additional informal morning off-leash windows at some parks (typically before 9 AM), but these are not codified in law. NY Agriculture and Markets Law Article 7 governs statewide dog licensing and dangerous-dog procedures. Buffalo licensing is handled through the City Clerk with proof of rabies vaccination required annually.
