Title 5 Chapter 5.08 makes it unlawful for any owner, possessor or keeper of any dog to permit it to run at large in unincorporated Alameda County. 'Running at large' means a dog off the owner's premises that is not on a leash and under the immediate control of a competent person. The few off-leash exceptions include designated off-leash dog parks. Castro Valley's hiking trails in the EBRPD Don Castro Recreation Area and Cull Canyon require dogs on leash.
