060, "Duty to restrain," requires any owner or keeper to restrain a dog, hoofed animal or barnyard fowl "by means of confinement, collar and leash, or halter" so it cannot run at large on the city's streets, sidewalks, alleys, parks or other public places, and so it cannot become a danger to people or property or trespass on someone else's land. The code separately makes it unlawful to allow such an animal to trespass or run at large at all, and unlawful to let it attack or fight another domestic animal while trespassing, running loose or even while restrained.

16; an owner reclaiming an impounded dog must show a current license and rabies vaccination and pay the redemption fee before release. In sentencing a conviction, a municipal judge may weigh other relevant mitigating factors surrounding the animal's conduct. The restraint duty does not apply to any dog, horse or other animal used by a law enforcement agency in the performance of its duties. The city manager also has separate authority to ban or restrict cats, dogs and other animals at special events, rallies or gatherings on city property, and to prohibit or restrict them on any city-owned park, though neither authority reaches licensed assistance dogs for people who are sight-impaired, hearing-impaired or otherwise disabled.
