Dogs on abandoned lots/buildings not on a leash or within voice control of the owner are impounded. Dogs are BANNED from all Township parks and public playgrounds even when leashed.
Under Irvington Township Code Ch. 167, all dogs found at large in the streets or public places of the Township, whether unlicensed or unmuzzled, are subject to seizure. Dogs found at large on abandoned private lots or abandoned buildings are seized and impounded if not on a leash or within voice control of the owner. Notably, no dog (licensed, unlicensed, under owner control, or held on a leash) is allowed in any Township parks or public playgrounds β Irvington has no off-leash or on-leash dog park exception. Dogs in those areas not in the presence of the owner are impounded. Owners walking dogs on public streets, parks, or other public property must carry materials to pick up and dispose of waste. Households are limited to four dogs/cats. State licensing required per N.J.S.A. 4:19-15.1 et seq. β all dogs over 7 months must be licensed annually with proof of rabies vaccination.
Dogs at large are impounded by Township Animal Control. Owners must pay impoundment fees and produce proof of license/vaccination to reclaim. Failure to leash, scoop waste, or unlicensed dogs subject to municipal court fines under Ch. 167. Repeat violations and dangerous-dog determinations escalate under N.J.S.A. 4:19-17 et seq.
