Meridian requires dogs in public places to be controlled by a leash no longer than 6 feet under Meridian City Code 6-2-8(D). Dogs over six months old must be licensed annually (6-2-3). Off-leash dogs are allowed only at the city's two designated dog parks: Storey Bark Park and Discovery Bark Park.
Under the City of Meridian animal control chapter (Title 6, Chapter 2), it is unlawful for a dog owner to allow a dog to be or remain in any public place unless the dog is controlled by a leash not exceeding 6 feet in length. The Meridian Police Department identifies this as the 'Dog At Large In Public Place' rule under Meridian City Code section 6-2-8(D). Dogs over six months of age must be licensed each calendar year under section 6-2-3, and animal control officers (authorized under section 6-2-2, as amended by Ordinance 22-2002) may seize and impound dogs that are at large and unattended within city limits and issue citations. The city provides two designated off-leash areas where dogs may be unleashed: Storey Bark Park at 430 E. Watertower Street and Discovery Bark Park at 2121 E. Lake Hazel Road, both fully fenced, free, and open year-round from sunrise to sunset. Stricter leash rules apply to dogs that have been designated 'Dangerous' (leash no longer than 3 feet plus a muzzle) or 'At-Risk' (leash no longer than 6 feet), and those dogs may never be off leash anywhere in the city, including the off-leash parks.
Letting a dog be at large or unleashed (or on a leash longer than 6 feet) in a public place violates Meridian City Code 6-2-8(D). Animal control may impound at-large dogs, and owners face escalating fines for repeat violations.
