Summary

Nampa requires dogs in public to be leashed and controllable at all times; a dog found loose on streets, alleys, or private property without the owner's consent is running at large in violation of city code.

All dogs must be restrained by a leash in public except as provided in this chapter. Any person who has a dog restrained on a leash in a public place must be capable of controlling the dog, and the leash must be of adequate size and strength to restrain the dog considering the size and strength of the dog.

Nampa City Code § 6-2-16 requires every dog to be restrained by a leash in public unless another exception in the chapter applies, and the handler must actually be able to control the dog with a leash of adequate size and strength. Section 6-2-16(B) allows leash length up to eight feet, plus narrow exceptions for a dog confined in a vehicle, under voice/whistle command by a responsible person, or inside a council-designated training and exercise area. A dog off its owner's property without a leash, fence, or effective voice control is 'at large' under § 6-2-17 and subject to impoundment.
