Nampa regulates dogs running at large under Title 6, Chapter 2 (Animal Control). An animal is not considered 'at large' if it is on the owner's property or public property while confined to a chain, leash, or other lead of sufficient strength, secured within a fence, or under the control of a responsible person and obedient to that person's command. Note that an underground/invisible electric fence does not qualify as an enclosure under the animal-control definitions (6-2-1). Enforcement is handled by Nampa Animal Control via the police non-emergency line (208-465-2257). Separately, all dogs within city limits must have a Nampa City Dog License (6-2-20), and only two dogs over six months of age are allowed per household (6-2-20A(h)) unless a kennel license is obtained from Planning and Zoning.
Allowing a dog to run loose off the owner's property, or failing to leash it on public property, is unlawful under the animal-control chapter. Owning more than two dogs over six months without a kennel license violates 6-2-20A(h).
