Sec. ' The chapter defines both halves of that test in Sec. 4-61. 'Confine or confinement means secured indoors or within an enclosed area upon the keeper's property,' and clearly marked, labeled invisible fencing qualifies. 'Restraint means controlled by' a chain, leash or other restraining device; by being close enough to the keeper to be under the keeper's direct control and obedient to command; by confinement on the keeper's own enclosed property or another's with permission; or by confinement inside a vehicle that is being driven.

Sec. 4-131 layers on an identification duty: a dog off its keeper's property must wear a collar with a legible tag giving the keeper's phone number, address or email, unless the animal is hunting or engaged in an activity where a collar could be dangerous, though a code enforcement officer may only ticket a bare identification failure alongside another chapter violation. Sec. 4-241(b) gives a keeper caught with an at-large animal a choice most other violations do not: pay the redemption and boarding fees under Sec. 4-193 instead of accepting an ordinance summons, though not both.
