A pet grooming business in unincorporated Orangeburg County is treated as an enclosed-facility pet-care use under NAICS 81291. Section 2.3, Table 1 marks "Pet Care (Enclosed Facility)" "P," permitted by right, in the RO (Residential-Office), CN (Commercial Neighborhood), CG (Commercial General), BI (Business/Industrial), FA (Forest Agricultural) and RC (Rural Community) districts, while marking it "N," not permitted, only in the RS and RG residential districts.
