Clark County Code §10.36.040 requires that no dog or cat run at large in unincorporated Clark County. Dogs off the owner's property must be on a leash, under the direct control of a competent person.
CCC Chapter 10.36 (Noise, Waste, Restraint, Sanitation, and Dead Animals) §10.36.040 sets the leash and restraint standard. No person owning or having charge of any dog or cat shall permit it to run at large in unincorporated Clark County. Dogs must be kept secured on the owner's premises (fenced or otherwise restrained) or, when off the property, under restraint by leash, cord, or chain of suitable strength. Voice control is not a substitute for leash control. Designated off-leash dog parks (such as the fenced dog runs at Sunset Park) are the only places where off-leash exercise is permitted, and those areas have posted rules. Note that some parks where dogs are welcome, including Clark County Wetlands Park, require dogs to remain leashed at all times and do not have off-leash areas. The same chapter also requires sanitation — owners must promptly remove and dispose of pet waste from public and private property other than the owner's own.
