Parker, TX Animal Ordinances: Dog Leash Laws (2026)

Section 92.04(A) states plainly: 'It shall be unlawful for any dog or other animal possessed, kept, or harbored, other than a cat, to run at large as is defined in § 92.01 of this code.' Section 92.01 defines RUNNING AT LARGE as an animal 'not completely confined by a building, wall, or fence of sufficient strength of construction to restrain the animal, or not on a leash or held in the hands of the owner or keeper, or not under direct personal supervision of the owner to the extent that the animal does damage public or private property and does attack, charge, or otherwise disrupts the lawful use of private or public property by third parties.' The same section separately defines CONTROL OF AN ANIMAL as being 'on a leash not more than 8 feet in length, is under voice control in the presence of a competent person, is on or within a vehicle being driven or parked, or is within the property limits of its owner or harborer or upon the premises of another person with the consent of that person.' Together the two definitions give owners a compliance path: keep the dog fenced, leashed at 8 feet or less, in a vehicle, on the owner's own property, or under direct voice control by someone competent to handle it. The prohibition applies citywide and covers dogs and other animals besides cats, which are separately exempted from the running-at-large rule by the same subsection.
