17, Subdivision 1, part of the Animal Control article in Chapter IX of the City Code. The general rule bars any dog from being At Large within the City and separately requires every owner of a dog or cat to keep the animal Under Restraint at all times, language broad enough to cover both a leash on a walk and confinement in a yard. The ordinance carves out two narrow exceptions: dogs training or exercising in an open body of water, so long as they stay outside 300 feet of any public swimming area and are not creating a nuisance, and dogs inside an off-leash dog park operated by the City.

Outside those two situations, a loose dog anywhere in Plymouth is a violation regardless of whether it approaches anyone. 07. 19 for cleaning up after their dog and must carry the means to do so any time the animal is off the owner's own property; lacking a bag or scoop is treated as evidence of intent to violate that companion section. The restraint duty applies at all times, not only when the dog is outdoors unsupervised, so a dog that slips a fence or an open door is still the owner's responsibility under this section.
