Quincy Code Article III (Animal Control) requires dogs to be on a leash at all times when off the owner's property, except in designated off-leash areas approved by the Park and Recreation Board. Dog owners must also clean up after their dogs on public and private property.
Under Quincy's Animal Control ordinance, any animal off the premises of its owner or keeper that is not under control by leash, cord, chain, rope, or other device is considered 'at large.' Off-leash areas exist where designated and signed by the Park and Recreation Board. Owners must remove and dispose of dog feces immediately on any public sidewalk, street, park, or other property not owned by the owner. Dogs must be vaccinated against rabies. Dog licenses are required and cost $10 with the Quincy City Clerk's office (late fee: additional $10 if not licensed by April 30).
Noncriminal complaint penalty of $50 per offense for leash or cleanup violations.
