For purposes of this section, leashed means a dog must have a harness, leash, lead or tether, which is seven feet or less in length or, in the case of a retractable leash, lead or tether, such retractable leash, lead or tether shall not extend more than seven feet in total length. All harnesses, leashes, leads or tethers shall be securely fastened on or around the dog's body and/or neck and shall be held on the other end by a person at all times. Any person who has a dog on the beach shall keep the dog under control at all times.
