Titusville, FL Animal Ordinances: Dog Leash Laws (2026)

Titusville Code of Ordinances Sec. 5-69 bars any animal, including dogs, from being 'at large,' defined in Sec. 5-1 as off the owner's premises and not under the owner's physical control by leash, cord or chain; a police dog on duty is excepted. It is a separate violation for an animal at large to injure or threaten a person, damage another person's property, or defecate or urinate on public or private property without the owner's permission. Sec. 5-68 spells out how owners must prevent an animal from leaving its premises unattended: confinement in a secure, escape-proof enclosure that is locked while unattended, restraint by a sufficiently strong chain, cable and trolley or other tether, or leash under the physical control of someone capable of holding the animal.

Off the owner's property, the same section requires confinement in a secure enclosure, confinement in a vehicle the animal cannot escape from, or leash and physical control. Dogs are also barred from public parks and beaches under Sec. 5-69(e)-(f) unless the city or county has designated and posted a specific area for animals, though a trained guide dog assisting a deaf, blind or physically disabled person is always allowed. Any dog transported in the open bed of a pickup truck must ride in a locked carrier or be restrained by two tethers, one anchored to the opposite side of the bed, both attached to the collar or harness.

A female dog in heat must be confined in a secure enclosure, veterinary hospital or boarding facility to prevent contact with another dog, except for intentional breeding. Enforcement runs through the county animal control officer under the interlocal agreement in Sec. 5-27, using the citation and hearing process in Sec. 5-7.
