Titusville, FL Animal Ordinances: Pet Groomer Rules (2026)

Titusville Code of Ordinances Sec. 28-157 sets district-specific standards for pet grooming services on top of the general use table. In the Urban Mixed-Use (UMU) zoning district, a pet grooming business must be located on property adjoining an intersection of Deleon Avenue or Park Avenue, and must conduct all activities within a completely enclosed structure that is screened from view from adjoining properties, so no outdoor grooming or holding areas visible from neighboring lots are allowed. In the Indian River City Neighborhood-Commercial (IRCN-C) zoning district, the same enclosed-and-screened-structure standard applies, and the section adds a separate limit: boarding of animals is allowed only as an accessory use to the grooming operation, not as a standalone kennel or overnight boarding business.

Outside these two named districts, the section imposes no additional operating conditions beyond the district permission itself; the use table at Sec. 28-157(a) shows pet grooming permitted or limited across a range of residential-adjacent, commercial and mixed-use districts, with the enclosed-structure rule applying specifically where named. The section was adopted by Ord. No. 47-2023, Section 8, effective October 10, 2023.
